Mumetal saturates very quickly, electrical steel not so much. Aside from this, yeah, mumetal let's you modulate the field very easily. It would be better than no core.
Axial flux air core motors, an electrical steel core motor seems more efficient. what about the power envelope? Is that a halbach array? Are you using bearings on those motors?
Why can't mumetel cores be inserted into the PCB to greatly increase the magnetic density over these air core designs?
