Bloodseeker in Dota 2 has a passive called "thirst" that gives him increased move speed whenever an enemy hero has lower hp than their max hp and increases as they get lower. You can pick this skill at level one. And, it is a permanent passive that sticks with him throughout the whole game. His ultimate is a blood spray that deals pure (true) damage as the enemy moves
