I have a couple but I have been using this plate carrier for years and compete with it and the Velcro is fine.
Does this vest have any slot to fit a phone or wallet or keys?
Yes, top if the front plate carrier has a pouch for holding small flat items like a phone that Velcros shut.
Can these be used as a bulletproof vest??
The plate carrier does not come with plates, it is up to you to purchase either ballistic plates or workout plates. I have AR 500 level 3+ plates they are nij rated
what is the weight of your vest?
Vest with plates weighs in at 24lbs.

Most patches are gifts. The FMA was made by PatchPanel
