The black guy is Michael Woods, a friend of Donnie Yen's who along with John Salvitti and Stephen Berwick were student of Donnie's mom Tai Chi Master Bow Sim Mark. They usually play villains in Donnie's earlier Hong Kong movies due to their skills and familiarity with Donnie's fighting style. Unfortunately, they were martial artists first and not professional actors so their acting can be quite cheesy. As for the movie plot, the guy in yellow sweater is a witness to a murder by a drug syndicate and is framed for the murder. Donnie and Cynthia Khan are cops assigned to the case who gets suspended when they disobeyed orders from Michael Wong the bad guy in the business suit who is a corrupt cop in cahoots with the syndicate. Wong kidnaps the witness' mom to keep him in line and prevent him from becoming a state witness.
The main villain wearing black and white suit is Michael Fitzgerald Wong. In Chinese name of Wong Man-Tak. He is real-life brother of Russell Wong who once did early 80's HK movie of "The Musical Singer" starred the late Anita Mui who dabbed "Madonna of Asia". He also starred US martial arts action/drama tv series "Vanishing Son" and later the main villain of action film "Romeo Must Die" this is also served as first Hollywood lead role by International Martial Arts Action Superstar Jet Li.
I remember watching this when it first came out, excellent movie about an innocent man who can hold his own in a fight who witnesses a murder of a undercover u.s cop, has two tough Hong Kong cops protect him. One of my favourite guy's, check it out properly. ✌😉
