I understand what he said, and if the antithesis position is having Governments regulate economic development then the necessary obvious or even unintentionally outcome will be the over empowerment of centralized civil authority producing control and manipulation of privately owned business entities until these entities become nationalized by the state or become a threat to the agenda of the state resulting in perpetual destruction of forward developing economic models and the mass impoverishment of citizens who the state is obliged to protect and defend; This is one of the many reasons why Communism and Socialism don't work.
Capitalist democratic government already does regulate economic development, example in the USA being that the minimum wage hasn't change in relation to price gouging & inflation.
