I like that John Cena won the Royal Rumble, skipped every SmackDown in the build to ‘Mania, and decided to not challenge for either world title so that he could have one more match against Chris Danger. And then they both lost the main event spot to a triple threat for the Intercontinental Championship.
Chris fumbled the bag soooooooo many times and only won twice, and Brandon had almost half the opportunities and still won two times. Brandon was also a defending champion so I think that speaks for itself lol

I would say that technically Brandon won because though they had the same amount of title reigns Brandon had more successful title defenses
Honestly, I think there was an easy solution to break the tie when it was clear Chris wasnt getting a shot at mania. Collins should have defended it against Danger. If Collins won, thus preventing Danger from his third reign, Brandon wins. Whereas if Danger won, that's three championships. He wins.
