No one. Not even ali. Not even frazier. Not even mayweather. Not even leonard. No one. He is the one and only 8 division champ, 5 time lineal champ in diff. Divisions, oldest welterweight champ at 40, held a major champ belt in 4 different decades, etc. No one can even be on the same page!
To be TBE boxer you need TBE records and manny has many of them that no one has ever surpassed for now.

Sean.L Rodriguez-Garcia you never debunked me the first time sir. With all due respect but pls check the internet. Most champions beaten? Not mayweather but julio chavez most undefeated record without a tie? Not mayweather either. Surprisingly it was an unknown boxer. 5 division belts? Pacquiao got 8.
Again first half is undefeated record that is true. Mayweather got that half.
2nd half is the best ever records possible at your time meaning it has not been made illegal to reach such records and manny got the other half. 8 division champ. 5 lineal champ. Most active champion in a span of 4 decades.
If manny was also undefeated or mayweather also have such TBE records then either of them can claim it. But none of them did. So no undisputed TBE for now for either.

In boxing there is always someone who box better than Manny especially the old generations and even Floyd BUT!!!
His personality and his real life story is better than everyone else EVEN those stories and fictions we see in movies. We are witnessing a continuous story that's better than Rocky. Most important fact of all, he may not be the GOAT in other ppls eyes BUT his career ISN'T OVAHHHH yet!!!

So yes ali was great... others in your list was great. But make a comparison and you will see that they pale against manny's achievements.
