When you get something close to it like you're hovering over the top of the lighter when the ark is on the arc will actually jump to what you're lighting

It is actually a tesla coil, and it does, in fact, produce plasma. I was skeptical also, but I have taken them apart. They do indeed contain a high voltage transformer, a Tesla coil (a two coil Induction circuit), and the high voltage arcs it produces do in fact create plasma! (As well as ozone, which makes me ponder how safe these things are to use for lighting cigarettes, but that's another conversation.) BTW, for electricity to cross a 5mm spark-gap, it takes quite a bit of voltage, especially DC voltage, somewhere between 12,000 and 20,000 VOLTS. (depending on air conditions, frequency of the circuit, etc.) Which explains why getting shocked by one of these thing's hurts so much. :P
I picked up one 2 years ago from ebay for 25$ (dual beam with blue color and golden dragon decoration). It is still alive a kicking everyday, i usually need to charge it once a week. THIS IS NOT A TOY. It actually works if you know how to use it. You don't put it directly between the coil, you have to out a few millimeter away the cigarette. when you inhale, it will attract the electricity to the cigarette and light it up. Also try lighting a cigar with a regular lighter and you'll soon realise that it is pretty hard to light (unless you got a jet flame), this is probably not meant for cigar but for cigarette it's perfect.

For what I payed for my electric lighter, I could buy 7 BIC lighters... so the thing only needed to last that long to make sense. I've used my electric lighter for 7 months now already and it has more than paid for itself. The cathodes have worn down and the spark isn't as predictable as it used to be, but it is still functioning. Each successful light with it is a light that I don't have to suck down on betaine or Zippo fuel fumes.
These are less practical in the flame size, but more practical in the "electrically powered" and can be charged off solar where butane needs to be shipped
