I don’t think the black clips are supposed to snap without gaps on both sides. There is a small edge inside that goes inside one of the grooves on the rod. I placed the two sides so the groove on the rod was in the middle of the clips and then pulled them down so edge fell inside the groove. They are a little bit conical in shape same as the racks so are held in place when the rack is placed on top. I like it this way as it made adjusting the height really easy. Really nice shelves for the price.
I just got mine from Sam’s Club & the little black parts don’t snap in on the poles can you please tell me exactly what kind of tape did you use to hold in the black clips?
Glad to help if I can’t a lot of times the instructions do not come with the box. Remember, you can always Google them and receive them the plastic parts at the round they should be fitting on the bottom of the metal polls. Do not scratch up the floor might be on top just so nothing scratches that, they do not fit. Try different way. Remember, they put the wrong parts in your box. 2024 I had to assemble mine upright in a small area because I would not have been able to roll the shelf in once assembled. Because I found the black clips so frustrating to keep together and not fall off while I tried to slide the shelf down to place on top of them, I placed scotch tape around the two coupled black clips once I had them where I wanted them. Stayed in place perfectly! Shelf went over it easily. I can still tap the shelves up to disassemble using a rubber mallet. Someday, I may have to pick off scotch tape if I want to change to shelf position, but for a person assembling the unit by themselves--in tight quarters-this saved so much angst.

Mine did not come with with the wrench and came with only wheels. Got it from Costco.
And my slip sleeves don’t clip…. as well, they don’t snap in.
