since the game is kinda follow up with the newest gen (paldea region a.k.a gen 9), i think the rate is like 1/4096, it's not that hard to encounter them, for some random reasons, u can encounter them by accident for sure

So many stupid things in this game. Btw the health or status condition doesn't matter whatsoever. An "R" Level pokemon can be at 5 hp with paralysis and will stll take 20-30 balls to catch

Also, The lure doesn't work most of the time. If you're really lucky you'll get 2 ssr in one lure but mostly you'll get nothing
