Solution one went to activation lock. Only one network had problems..and trying to solve the problem connecting to that one network, ended up into Activation Lock.
Unfortunately had to wait for owner to Key in apple id and passwords couldn't use ipad. SO...must have Apple I'd and password with you if one wants to embark on any of these settings...just in case
