You need to make it back to the winner's square with all 4 items from the country you're spying for, before the others figure it out and guess correctly to eliminate you, to win. The other players get 1 chance to guess, unless you land on the free guess space in Spy Alley (which Shayne was landing on), and if they guess incorrectly they themselves are eliminated.
I used to play this game all the time as a kid and it's actually the most fun shit ever. Not hard to learn and you can get a good few dozen plays out of it.
This was all the energy stored up from him just...bombing it in the other games where he realizes he isn't going to win and just keeps playing that fact.
