Not just that! They have held offenses to 17 points or less in 12 of their last 14 games. The Bears smashed Washington 40-20 in week 5 last season with a team and they’re far better now.
I think it is because the Bears haven’t done well in the recent past so people assume it will continue. Typical human nature. Think of it this way too: why do people say (or at least give excuses) that the Chiefs are playing well. Teams like the current Chiefs and the 2001-2017 Patriots will get the benefit of the doubt and will get obvious flaws covered up because they have other things that can help them win. Once teams like the Bears as per your question starts challenging for the Super Bowl consistently, then people will give the team props.
If you take the amount of points the Bears are allowing and the amount the Commanders are scoring, add them, divide them, you get 23.95 - I don’t underestimate either team, I took into account what each has been doing this season. 24 points is more than a touchdown less than Washington has averaged all year - that’s not an insignificant amount. Give the same contextual consideration you expect from others.
