Electabuzz isn't bad at all in gen 3. Heck, it sure is better than Raichu; 5 points faster, 5 points stronger, a few points better in all the defenses - and gets the elemental punches! it's not fantastic, but it's genuinely useful. Compared to Jolteon, you're trading some offensive stats for a way better movepool, basically.
