In my opinion, I’ve watched enough of her clips asking long complex questions to everyone of the people she’s interviewing and about 99% of the time she only wants a yes or no answer. I think she does that to make herself look more knowledgeable than she really is. Or you might torture someone and find out their 20 friends all plan to carry out bomb attacks and you'll potentially save a lot of lives.
Which is why it's more reasonable to stick to the clearly-defined boundaries, such as "we did things according to the rules", which she says here in the video. Moral or immoral is potentially subjective, but they did whatever was necessary, and legal, at the time.
Answering either a plain yes or a plain no would both paint her in a very bad light, and that's why she's evasive. If she says yes, she's the CIA director who allowed torture even though she thought it is immoral. If she answers no, she's the CIA director who believes torture is not immoral. Lose-lose.
