Ultraman Nexus exists in a different universe where no Ultramen know him nor he knows any Ultramen from another universe. Same with Ultraman Tiga, Dyna, Gaia, and Agul. Possibly with Ultraman Cosmos and Justice as well.
Belial is a badass, he fights and beats taro, seven, jack, hayata, mebius, hikari, father and loads of other ultras who had shows to themselves, countless episodes of them smashing the shit out of kaiju and Belial wipes the floor with all of them in this sequence
I agree.But,one of the reasons Belial managed to defeat the ultraman army is because they attack one at a time and the rest of them just dance in the background.
The main reason why Ultraman Tiga wasn't in this movie, is because, Ultraman Tiga (and also with Dyna and also Gaia) are an Ultraman from another universe of Ultraman, though they have similar bases as the M78 Ultramans, they're completely came from another Parallel Universe

Ultraman Max in this movie isn't the same Ultraman Max from the series. Ultraman Max from the series is still roaming around the other universes just like Ultraman Dyna.

Max even travel to Ultraman X universe at one point so it's not a far-fetch that he travel to alternate earth during the event of his series. It's no surprise he lost here since he still a newbies and the Battle Nizer is op asf.

Why do I get the feeling that tsuburaya hated Zoffy. I mean, he's the Captain, leader of the Ultra brothers, even earned himself Star Mark, but he always get his ass kicked. Never in the series/movie did they make it clear as to why Zoffy earned his reputation. Like in this for example, at least have him get a good solid one-on-one fight with Belial before being defeated or have him survive the freezing and fight at the Monster Graveyard. Instead, Zoffy get beaten pretty quick and had his Timer blinking just after a kick to the stomach.

Some who say why they made Belial so OP, the answer is simple, Before Belial become evil, He already a amazing warrior and fight along side Ken or Ultra father, mean he can only be surpassed by Ken or King, but after become evil, no one could beat him, Ken or Ultra father can but the injure he has make that his weak point, something that Belial don't have
The only thing that would've made this story better is to have made Belial an Ultra we were familiar with already...instead of creating a completely new Ultra to be the antagonist (Ultraman Belial) they should've used one of the Ultra Brothers or one of the other classic Ultramen and have him turn evil and have him transform into Belial...Like have Ultraman Jack or Ultraman 80 be the one that tried to steal the Light
Tiga, Dyna, Gaia, Agul, Cosmos, Justice, and Nexus live in their own universe or dimension, Nice is a part of this universe but he’s not present as Nice and Zearth are seen as funny, comedic Ultraman and not so serious and Seven X is just Seven who was sent in another universe with a new look but returns back to this universe.

The only thing that would've made this story better is to have made Belial an Ultra we were familiar with already...instead of creating a completely new Ultra to be the antagonist (Ultraman Belial) they should've used one of the Ultra Brothers or one of the other classic Ultramen and have him turn evil and have him transform into Belial...Like have Ultraman Jack or Ultraman 80 be the one that tried to steal the Light
