    To make it really clear it is the wind that generates their movement but it is more specifically the ice sheets once cracked above a thin layer of unfrozen water that the wind drives into these rocks. Huge sheets of ice have enough mass to move the rocks while the wind alone acting on these rocks especially if the rocks are frozen solid in the ice won't move.
