If the cissy of goods was not so high the good industry could. But after running my dad's pizzeria for years, it's ridiculously difficult. We charged $20 for a large two topping.... we made 50 cents per pizza. The supplies were insanely expensive 😩 bigger companies could buy larger bulk orders, so they got better deals since they had numerous locations, but smaller businesses can't do that
