This is a good base to create other anime looking female characters I wanted to play with an Alpha Crimson like characters (from PGR) and I used this as base an at he end I altered the hair color, skin color and other detail as I feel like, and the result were pretty good.
I might be a bit late but i tested around a little and by setting the chin protrusion a bit higher to around 100 made the double chin less visible theres still gonna be a little bit but very negligible. Also the Truth Seeker base template seems to matter a lot.

umm im not sure. I choose the base model cuz it is easier to edit some parts like nose bridge or glabella. If you're not satisfied, try adjust a little more to your taste lol

I've tried the chin and jaw settings and they don't do anything to it. It's almost like an adam's apple but it's way higher up. It's a nice template however the only issue I have is the neck area it looks like the character has a sagging chin or something at several angles.
