They just grabbed a guy they didn't like and tortured him until he confessed all these horrible crimes, as was always done until the industrial revolution (and it still happened then). It was based on no evidence but his confession. The deaths were all freak accidents, random deaths after robbery, they threw it all on Peter Stumb. Oh, and they killed his daughter too, they said she was a succubus, because killing women for no reason is what good guys do.
