Yeah, basically the guy had conquered the rest of the countries in the game, and created a world with only one country, but gamewise that wasn't very exciting so he got together with the top players and members of his party and created a scenario together where they'd separate into two factions where he'd be on one side and all the others would be on the other as a rebellion against his character's rule. I can't recall if he meant to lose but i know he wasn't upset about it either way
Fluff would be something like insignificant lore, or descriptions that don't match with what actually happens. Like a spell being described as the ultimate attack spell, but in terms of game mechanics it's not great
