1 Part : Duty of Care to prevent potential violence
1 Part: Keeping him stationary until they complete their investigation
1 Part: Damaging his financing to slow down his income to lessen his changes to be able to afford high level legal counsel should they intend to include him in the murder investigation or if they are considering RICO charges in the future
And 1 Part: Making the point that they are not going to permit the celebration of violence and criminology that can be seen to make police look ineffective in doing they're jobs
