Cutout paper on top of a black background gives a slight 3D effect and also it makes it look more crafty. Ideally I would use 300 gsm paper which would give a very classy look. If l don’t remove I will not get all these effects
The website used to create the templates for the portraits can be used on mobile also. But the overlay of lines and border is something of my own design and cannot be done on an app right now
Cutting is done to provide a slight 3D effect otherwise you can just take print , divide into strips and paste. Cutting on thick paper provides good crafty effect

What was the point of cutting the black sections out from the pictures if the background was black anyways?

You can make the template of the individual portraits following my video on portrait stencil creation. The overlay of line has been done on powerpoint
Why you didn't use white paper on background then you have don't need to cut black area in each and every single strip.
But then you will need to paste all those small black areas individually which is a much more painful and time consuming process
