That's actually a really good theory! Jevil would actually be a much better dad than King Stabby-Spade (Chaos King) because Jevil actually cares about Lancer! The King didn't really care much about Lancer, didn't he, so Jevil would've been a much better father to Lancer if he didn't go insane.

Probably lancer wasn't even aware. The king probably said to him that "uncle Jevil went into a trip far away, but it's very secret so he shouldn't say anything about him to anyone." And lancer being so naive still hopes he comes back someday, that's why he don't seem to remember him.
