Is Ffos-y-fran opencast coal mine secretly becoming a massive reservoir?

Footage of Fos-y-fran captured on 11th March 2024. This appears to indicate the void is being allowed to naturally fill with water - but the restoration plan says the void is to be filled with the soil dumped in huge mounds around it. During normal operations, pumps remove water from the void, preventing it from filling. The status of the pumps and whether they have been removed is uncertain at the time of posting.
Merthyr Tydfil County Borough Council has admitted it was aware the void was filling with water...but seemingly has done nothing to prevent it, nor fulfilled its legal duties to inform the Environment Agency, prepared a reservoir flood plan and flood map, or apponted a panel engineer.
