I have yet to get a scatter bug outbreak. I caught everyone except Sun, my wife got a Sun Postcard though.

if she activates the postcard when she has a scatterbug outbreak you could always join her game via union circle and co-hunt it

when you catch a scatterbug when the postcard is active, does that scatterbug then evolve into the different vivillion form?

Scatterbug will only evolve into the Vivillon that had an active postcard when you caught it. It will never evolve into a different form.
