Sir while explaining the flow of the GPE by mistake you have said distance from ferozpur to ram nagar 8 km instead it is 28km . And time taken is 28mins ( while going from. Us via pakka road)

Saving the people or mass casualty as you have brought out is a potential threat (in the future) whereas man with bullet injuries need immediate healthcare.
Also the priorities here doesn't mean choosing one and leaving another (since we are required to solve all the problems), It means deciding based on urgency of situation.
