I think it is the step by step experience which shows that more and more security can cost movement. Even breath is not free anymore, the person decides how much air the one in the suit gets.
Additionally with all hoods the same they are not visible as individuals.

I am not sure but the solution may be in the words "security theatre".
The people in the suits loose their freedoms gradually. At first "only" tight hands and have to knee down. Then the visibility taken with the scarf.
And finally no influence on their being. Even another person in control of how much air the person in the suit gets.
Maybe it is a performance warning that too much security costs freedom?

Interesting interpretation (below). In that vein, even though the volunteers (real, like from the audience? Or pre-screened performers?) allow themselves to be restrained even though they can see their seated and blindfolded colleagues. And once seated and blindfolded, sit quietly and await the next step of having their air supply controlled.

In th light of the recent events: Maybe this makes people comply. Getting a small part and fraction of this power to control the population. And within seconds they agree to a tiered system of control.
