Come up with the idea first and then write multiple drafts of the script/story. When it jumps off the page at you when you read it, then it's time to create imagery.
There should be an AI version of "magicposer" with strict preprogrammed human movement, making you focus on just composition of scenes. Then translating the scene into the proper graphics.
