I tried to translate it as follows.
The rain was sparse and the wind was strong last night,
and I couldn't sleep away the wine.
Ask the man rolling the curtain,
and the crabapple flowers are same as before as he said.
Do you know, do you know,
green leaves should be fat yet red flowers should be thin.

As you were rolling up the blinds, i've asked you: how fares the crab apple tree!
It is unchanged, you've answered me.
Oh! Don't you know, don't you know that red should wither, green should grow!
The meaning is that there will always be flourishing leaves and fallen flowers! It's the natural part of life cycle, the old withers and the young/green grows!
