I have the same display s886 on my equus pro Urban glide Ecross pro being that I just bought it I have not opened up the bottom or disconnected in the cables but I have went to the settings in that display finagling the p-07 p-08. Taking the p08 parameter up to 100 and the p-07 supposedly is the magnets that are in the wheel of the motor I have taken it down to around twenty-seven and get according to the display at the minimum 40 km per hour it says I don't know about other people's displays but the one I do have is the S8 66

What they did is went to p07 and change the “magnetic motor” values. This does not change your speed. It just changes the values of what the kmh look like on the monitor

Limiter is for beta countries. There’s no need to unplug wires in the states. There’s speed mode right on the dash. 44kmph = 27mph

Look up what lcd screen your scooter is using then google the manual
you dont have to do this. hold + and - then set it to 100 and press + - again and it sets it to max speed
