Regarding the Welsh joke there, I believe the actual statistic is only 5% of the Welsh population can speak Welsh. EDIT And that Newcastle joke, he was doing a Manchester accent

It’s definitely not a case of people knowing it but not speaking it either. The people who speak it often make it very clear that they speak it, and often think more of themselves for it I’ve noticed.

it depends where your from...different countries pronounce things differently...there is no RIGHT or WRONG when it comes to pronounciation.

No, most Welsh people can speak Welsh. They've been teaching it in schools since the 80's. Most Welsh people CAN speak Welsh they just don't.
