Can a mechanical engineer work at the railway?

bruce williams Blue helmet is essentially a new starter. You are able to wear a white hat after completing learning training/at manager's discretion which usually takes about 6 months.
Blue hat means they are a new PTS holder, however this doesn't mean they are necessarily new to the railway, some directors of network rail wear blue hats because they haven't had significant experience in a job that needs PTS, maybe they've just worked in the office and are on a temporary PTS, along with this, like me, I was on the railway for 3 years then I went into uni, your PTS certification only lasts for 2 years, so mine ran out and I had to redo the course, that meant I had to go back down to blue hat even though I had more experience and knowledge than alot of the white hats
I had about 10 years experience under my belt working on the railway, so had plenty of experience.
One day, I turned up to work on one site, where the main contractor was 'First Engineering', it was the first time I have been on one of their sites. I still had to wear a blue hat?
When it became clear how long, I had worked on the railway, even the Engineering Supervisor admitted I shouldn't have to wear a blue hat.
It was the site rules. 🤷
