From a high PIB country's inhabitant perspective Kampala is not quite modern: let's take infrastructures such as water supply, electrical network, roads, streets design, and other criterias, yes it's far from perfect and are not of the highest standards in term of reliability, safety, maintenance, etc. But what is interesting is seeing how some parts of the city are quite modern compared to others, even more if you take other parts of the country, the discrepancy is quite high. In those specific districts you can find more an international kind of architecture, with high building and so on. But what is interesting to me is to learn about the historical (when did the city start to expand, in which political context) and economical context behind which a city grew. So yeah Kampala is not a city that can be described as highly 'modern' (what is modernity?!) I agree, but it is interesting to see the modern side of it shown in the video in a way. Also the experience of modernity depends a lot on one's background and is subjective.
