I would say tiger drop is generally better, cuz perfect Royal guarding was almost frame perfect (1/10 of a second at most, meaning if the game ran at 30fps, you could only counter at most 3 frames before the attack hit).
Tiger drop in dragon engine games isn't easy and it's much more satisfying. In kiwami and 0 the timing is too much easier against almost every moveset in these games. For me the most satisfying are judgment and kiwami 2, but the hardest was yakuza 3 on ps3 without combo trick. Obviously, my comment concerns only and exclusively yakuza.
Imagine if Kiryu was finally released as DLC for Tekken 7 and he gets this in his moveset. No idea how is Namco gonna handle adding the Tiger Drop without making _some_ players mad over one thing or another.

Possibly the greatest counter move in video game history. Only one I would put on the same pedestal would be a perfect royal guard in DMC3.
