In Quebec, a few years ago, couple of colleges went bankrupt and left hundreds of international students stranded. As result, starting on 1st September 2023, graduates of 48 private unsubsidized establishments in Quebec are no longer eligible for PGWP.
Starting on 1st Dec 2023, colleges must submit their LOA (Letter of Acceptance) to IRCC. In turn, IRCC will validate students' LOA against its files before issuance of study permits. Like any new system, delay in study permit processing is expected.

By Fall 2024, IRCC will publish a Trusted School List. Factors include: retention rate of international students; percentage of program completion rate; completing program on-time rate; academic support for international students; percentage of revenue from international student tuition; budget for student support (scholarship, mental health support, immigration counseling, job fair, etc.); teacher to student ratio; housing capacity.
