This sounds to me like very early Bob Dylan like 1961 or 62 right after he blew into Greenwich Village, New York City from Minnesota. He was playing these lonesome songs in the folk clubs and sounding older than his years. And, of course, it was a different time.

As everybody else said this is a cover not one of his originals. Having said that it's a great vocal performance. Lots of good suggestions below but It's alright Ma has to be a good one to get an intro into his lyrical genius. You need to listen to him doing Like a Rolling Stone and not some poor imitation. It's almost impossible to suggest where to start with Bob as he's been producing songs for 6 decades in different styles. From his last album Murder Most Foul is a masterpiece and makes a good companion piece to It's Alright some 50 odd years later
When I was a 16-year-old kid nearly 50 years ago a family friend gave me a bootleg Bob Dylan album and this song was on it, I was enthralled by this song, one of my all-time favorite Bob Dylan tunes, I recommend listening to all the songs on this album if it’s the same one I’m thinking of, mine was just a plain white cover with typing on it, there are some very good songs on it although the quality was poor as indeed it was a bootleg, “The Band” was backing some of the songs and there was even one song on there with Johnny Cash (1000 miles behind), very interesting stuff.😊

Ya'll oughta do some Jimmie Rodgers sometime. Any of his "Blue Yodels" are great. The best known of the series are: Blue Yodel no.1(T For Texas), Blue Yodel no.4 (California Blues [a very young Louie Armstrong plays trumpet]), Blue Yodel N.o8 (Mule Skinner Blues), and the Last Blue Yodel (The Women Make a Fool Out of Me)” That last one was released after his death. Also, "T B Blues" is a chilling one to listen to if just because TB is what eventually killed him. ("Ain't nobody ever whipped the TB blues") Also, a couple of really famous fun ones by Jimmie are "Frankie and Johnny" and "In the Jailhouse Now"

'Subterranean Homesick Blues' is a rap song...haha, IMHO. It's even got the cadence. But scatting and such goes back much further.

However I’ve never seen that album cover that I can remember
And I have listen to Bob since 1968 collected more than 30 of his lp’s

Great traditional folk song, decent version. I would suggest you try Uncle Tupelo's version, much more heft to it.
