As someone with a Belgian mom and a Senegalese dad who travels to Senegal every year, I wanted to add something! If you want to go to the smaller towns, you need to keep in mind one thing : 10 of 10 times there aren’t any roads. Only a lot of sand.
You also can’t see the weather of the smaller towns most of the times, like Loumatyr. It’s also very hot there and sometimes it can differ a lot with the big cities like Dakar. So if you are planning to visit a smaller town I recommend asking people or your tour guide how warm it is there.

I went before the current laws and right now it is banned at least from what I can see online

Sadly I won’t recommend the guide I went with. There are other car rental companies though
