Depending upon the size of the enterprise you have add even more.
The purpose is High Availability.

(1) ADFS Proxy is exposed to the internet not ADFS.
(2) No user authentication is performed by ADFS Proxy
(3) Proxy is an additional layer on top of ADFS.

Please try accessing the federation metadata URL from the proxy server and observe if it is accessible.
