No, the firewall will not restart when you create or remove a VDOM. When you enable or disable the "Virtual Domain" option the firewall automatically logs off the user that is currently logged on.
This is a wrong approach. No internal PC (TEST PC) will connect to a FORTIGATE using port1-5. You don't need it, since NAT is doing the internet and you don't need SSL VPN internal. I'm saying the TOPOLOGY is wrong
