If you use GRS you would have to wait for the manual failover before you can read the data. During the failover process, your data is inaccessible. From the question it's not 100% clear whether they need immediate read access in case of an outage, but I would assume so, so my answer would be RA-GRS

you are right if it says there's outage ate primary region, the answer must be GRS. We don't have to manually trigger the read access in this case.

Agree. I think, NoSQL is for semi-structured data. If the data is not structured at all, it can be stored in Azure Storage (Data Lake v2).
