My understanding is that the writers of the bible scrubbed references to reincarnation. If church goers believed in that concept, they would know that we each had more than one opportunity at physical life which would tend to decrease the power and control of these "holy men". To combat the concept of reincarnation the church power brokers dreamt of the concept of "confession" in order to give church goers a second chance while still maximizing the churches power and control.
