Within that book written by Dante Alighieri, Cerberus is said to be the guardian of the 3rd circle of hell, Gluttony, where sinners are punished by being forced to lie in vile slush from never-ending icy rain. The comic book panel you showed even has said characters encountering Cerberus in a blizzard.

I'd like to learn a little more about the concept of sin. Why are specific souls sent to hell upon death and what exactly *is* sin? In fact, why do demons want human souls anyway?

In Demon Knights from 2012 there is a new 52 version of Lucifer Morningstar who is the ruler of hell despite Lucifer Morningstar being in the void until his return in his 2016 comic solo series in which he stated he had "passed between the multiverse". Am I missing something continuity wise?

It's worth noting that DC and Vertigo tend to take place in their own corners and largely do not affect each other, leaving both of them free to do whatever they want. Like if you only read Vertigo, you'd never know Neron was ever in charge of Hell and stuff like that... also its why Mikazeen has never appeared in a DC-labled book, yet.
Most Vertigo books aren't technically part of DC's cannon. For the most part, Vertigo does something and DC drops it's soup and tries to do something to catch up to it and pretend it was always the meaning.
I think the reason Cerberus exists in both Hell and the Underworld is because the Sphere of the Gods is basically one universe which exist together. One afterlife exist inside the other. So hell is probably Tartarus for Hades.
