The only reason why SMG4 won was because this fan-game, just like the original NEW Super Mario Bros.' "Mario vs. Luigi" mode, was never programmed to end the match in a draw when multiple players win at the exact same frame, whether it be from multiple players losing their last life on the exact same frame, or (like Luigi and SMG4 showcased in this video) multiple players reaching the amount of stars needed to win on the exact same frame. Since it wasn't programmed like that, the game instead does the same thing the Super Smash Bros. series does if, during a "Sudden Death" match, multiple players somehow got knocked out at the last frame of gameplay. By that, I mean it chooses a player by complete random (including any players that were KO'd during "Sudden Death" WAY before the last frame) and makes them the winner.
