I worked at meta for years. Shadow banning is def a thing. Went as far as to test it on my own accounts , my engineers verified that at least 3 accounts had been flagged upon creation. These algorithm bots often times are faulty

shadow banned is when you have to type in a persons entire @ for there name to come up ( normally it comes up after a few letters ). it also stops them from going on the explore page and limits reach. it happens when your content is restricted. think explicit content and mild nudity ( strong nudity gets the page took down all together) . to everybody's credit that is different then the way people normally think about it and i realize that's not the point you were making but shadow banning is a real thing i see it happen to people everyday and seen people get unshadow banned contacting support and removing the content that was flagged.
I know many people at TT that say the opposite. Maybe they're getting shadowing-banning confused with when they suppress based on certain content tha goes against their policies/brand. That doesn't apply to general content that isn't performing well though.
