I guess this is why we don't have wandering Commodores anymore. Having a lone ship, squadron, admiral or captain start an international/species war on their own was a pretty bad idea. I happened in the past because of lack of communication over 19th century and prior contemporary governments. Therefore, the respect, dignity and trust of the leadership in any nation was put into its roaming ships and fleets. A ship's captain/admiral was as much of a diplomat, ambassador, dignitary and national show of force as a simple ship leader. Captain Barrett would be in the brig, pending courtsmartial for starting a war because he refused to leave what would be called unknown "territorial waters" these days. Guy could have just left and sent it through diplomatic channels. Explore? He went into the area looking for a fight since it specifically says that the territory was claimed by the Zorvac Empire. On the other hand, a happy ending without the total destruction of worlds? Wow, that is kind of new. All four of the parties ended up getting along.
