      I'll share what I did and purchased. Go to airportwindsocks.com. I used the 18" ball bearing frame #AWCFB18 and windsock #AWCS18-60. I made my flag pole base by attaching a 20' piece of electrical strut to an existing corner fence post. I then made the pole out of two 10' pieces of 3/4" galvanized pipe, 2 -3/4" pipe couplers and 1- 3/4" pipe cap. One coupler joins the two pipes together while the second attaches the bearing frame to the pipe. I drilled the pipe cap to install a threaded eye hook before attaching it to the opposite end of the pipe. I then used 2 -3/4" conduit clamps which I mounted to the strut to hold the pole in place. A hole drilled through the center of the joining coupler will allow the use of a 3/8" bolt to act as the pivot point, make sure you use a large washer between the pole and the strut to act as a wear piece to allow the pole to move easily when you raise and lower it for service.
      Airportwindsocks.com does sell different types of poles and bases, maybe they already have something that will do what you want. I would just encourage you to be creative when building yours and be mindful of wind forces on everything, it has bent mine before. Hope this has been helpful.
