I think the reason why the parents gave her to the mam they felt with the man that she has the cure also before the mans church will fall to that extent he must have passed thru processes on the other side like moved into the occult before inviting the woman to his church.
He didn't say "all" and he's not saying all lack discernment what he's just saying is that by default an evangelist might not have that discernment unless he or she conciously builds it, it's the same as saying the apostolic office comes with pride but it does not necessarily mean it's all apostles are proud
I think Paul was managing her from the onset. He felt something was not right with her until that settlement turned into being griefed or angered he had to address it. So I don't think he was deceived.
