To me this theme fits because it's not really his theme but it represents your satisfaction because, you finally got that fucker to transform so as expected like any other transforming unit, you wanna fuck everything in your path.

I come back to this theme sometimes and honestly feel like it could be the theme of a real "Evil Goku". Which, if you think about it, is Cell. Cell and Goku are narrative parallels in a sense. By the time Cell reaches his Perfect Form, he admits that he's got no purpose. The point of the Cell Games is less to kill anyone and more a real tournament. Cell wants to test himself. His power. He wants to fight the best warriors there are to see what he's made of, and where to go with it. Sound like anyone you know? Goku's whole life has been to train, to grow stronger, and to improve himself. He's gone from crisis to crisis not to kill, not to prove a point, not for justice... but solely for self improvement. While Goku is still a good person (seen in his overt protection of his friends and innocent people in many circumstances), he's not a hero of justice. He also admits that. So, take Goku and get rid of his innocence. Get rid of Goku's kind heart, and you end up exactly with Perfect Cell. Cell wants to fight for the thrill of it. He's not like Vegeta, out to prove his pride. He's not like Frieza, out to maintain his self-made status quo. He's not Buu, a child monster that revels in playing with his toys and breaking them. After everything Cell goes through, Cell fundamentally exists to fight the strongest people there are and beat them. Perhaps it's due to his belief in his own inherent perfection, but it's still what he's out to do. He's got the same exact goal as Son Goku. So of course this theme isn't sadistic. Of course its not threatening. It has no malice, no rage, no hatred. It is a theme of a monstrously powerful super warrior who is eager for a fight. If not for the framing that this is the theme of Cell, one of Dragon Ball's iconic villains, you might not even be able to tell this is a villain's theme. Cell's whole arc was honestly like if you took Goku's and made it evil. Going from fight to fight for the sake of self-improvement. Not conquest, not glory. Just to improve himself. To become better. To become... Do I even need to say it?
Inxanity then give him some easier to draw evolution like they did for frieza. Easy. Even if it came off as slightly lazy design, it would allow him to be here.
People tend to forget that Cell isn't a true villain. He just wants to play, to be fair, he is pretty much like Goku. But he doesn't care about others cause he think he is perfect. So yeah, i believe this theme suits his mindset perfectly, even if i would have liked a more villain OST too. (Only taste right here as i explained)

Bruh he slaughtered an entire town and drank their life essence with his tail. He damn near killed Piccolo and shot him through the chest as he was unconscious. He absorbed 17 and 18 who were scared to death and he found pleasure in that. Not to mention in his future, he killed Trunks and took his time machine. And then in present time, came and nearly killed Trunks again after he came back from the explosion that killed GOKU. And then was going to kill an 11 year old kid and blow up the planet for no particular reason. He’s not as bad as Frieza but he certainly is not a chilled laid back guy 😂

This song is the, uh, perfect, mix. The intro is cunning like Frieza. Main melody’s tone and accompaniment feels like a Vegeta OST. There’s a section before the the last one that has the uplifting Goku motifs. And lastly, a satisfying but somewhat serious and somewhat somber conclusion. Piccolo. See what they did here?

the reason cell's theme doesn't sound all that villainous is probably because he has the dna of more heroes then villains. like goku. while he is indeed a villain, its more of the fact that its more gero's fault for programming him to be a murder machine.
