Not sure about Detroit but in the 1970-80s about 20 cities attempted preservation through Urban Homesteading program selling tax defaulted properties for $1. Most failed b/c they sold to mid-low income families and under-estimated the expense in repairing/renovating these long neglected, architecturally beautiful homes.
I lived next door to that house it's been vacant for like a decade with a caved in roof and no floor. My cats used to go in and out freely. Waste of money
